Quand un ancien officier de l’armée française salit la mémoire de son institution  

Le Lieutenant-colonel (LCL) Guillaume Ancel était capitaine en 1994, lors de l’opérationTurquoise à laquelle il a participé dans une unité de la Légion étrangère. Dans son ouvrage intitulé Rwanda, la fin du silence, tout juste édité aux Belles Lettres, Guillaume Ancel se livre à une attaque en règle de l’armée française qu’il accuse de collusion avec le pouvoir en place qui fut responsable du génocide des Tutsis.
En réponse, le général d’armée (2s) Bruno Dary, président de La Saint-Cyrienne, a souhaité réagir en déplorant une mise en cause injuste des militaires ayant servi lors de l’opération Turquoise. Il conteste la version des faits avancée par le LCL Guillaume Ancel et souligne le caractère pour le moins étrange de cette publication, survenant 24 ans après les faits. Les très volumineuses analyses qui paraissent ces jours-ci dans les media s’interrogent sur ce que la France savait du génocide annoncé puis perpétré au Rwanda en 1994. Ce travail aurait pu être intéressant s’il ne tombait dans le travers d’un manichéisme stupide à moins qu’il soit pervers.

Même si on ne s’interroge pas sur le timing d’une telle série de publications, à l’ampleur inhabituelle pour un sujet vieux de vingt-quatre ans, on ne peut que constater que la pratique systématique de l’investigation asymétrique révèle pour ce quotidien qui fut jadis un grand journal respecté, non pas une réelle volonté d’informer mais bien plutôt le souci d’imposer une vérité plus que contestable.

A l’évidence, le Monde et ceux qui se prêtent à son petit jeu, visent à peser sur une décision judiciaire très attendue. On sait en effet que les magistrats ont déclaré close leur instruction sur l’attentat qui, assassinant deux chefs d’état africain et leur suite, a déclenché le génocide rwandais de 1994. On attend une éventuelle décision de renvoi devant la Cour d’Assises de ceux qui, preuves à l’appui et depuis de longues années sont mis en examen dans cette affaire. Certains rêvent toujours cependant d’un non-lieu qui ne pourrait intervenir, au vu de la réalité du dossier, que sous l’effet d’un diktat politique ridiculisant l’institution judiciaire et avec elle, la France toute entière. On pourrait aussi observer, en passant, si cela n’était pas négligeable aux yeux du Monde, que cet attentat a non seulement dégagé la route du pouvoir pour monsieur Kagame mais lui a aussi offert sur un plateau le Zaïre et surtout le Kivu qu’il pille allégrement depuis plus de vingt ans.

Et bien entendu, tout cela : c’est-à-dire les centaines de milliers de morts rwandais, les millions de morts congolais, les autres morts en plus petit nombre, et qu’il est d’ailleurs inutile de compter puisque seuls comptent les morts tutsi …c’est la faute de la France ! Et pour mieux mettre en cause ses décisions et donc sa responsabilité dans ces crimes atroces, on s’interroge sur ce que la France savait. Enfin, on fait mine de s’interroger. Et on met en avant certaines choses pour mieux occulter les autres, vieille technique d’investigation asymétrique flirtant habilement avec les Fake News et particulièrement efficace dans le drame rwandais depuis 1990 au moins.

Regardons un instant ce que savait la France juste avant le génocide de 1994. Etant sur le terrain de 1990 à 1993, j’y ai vu, entendu, lu et appris un certain nombre de choses. Et si je savais certaines choses, la France à qui j’ai rendu compte comme cela était mon devoir, ne pouvait les ignorer. Et j’ajouterai que si la France les savait, d’autres les savaient inévitablement, même si, comme aujourd’hui le font certains français, ils ont fait mine de l’ignorer.
En octobre 1990, la France savait que le Rwanda, qualifié alors de « Suisse africaine », vivait en paix depuis 1973. Le président Habyarimana y avait la réputation d’être le protecteur des tutsi. La France savait que le HCR avait engagé avec les différentes parties afin de résoudre le problème des réfugiés tutsi souhaitant rentrer au Rwanda après avoir installé Museveni sur le trône de Kampala (où il est toujours). La France savait qu’une visite du HCR était prévue au Rwanda à la fin du mois de septembre 1990.
Mais la France ne sait toujours pas pourquoi n’a pas eu lieu cette visite attendue par le Gouvernement rwandais quelques jours seulement avant l’attaque du 1 octobre 1990. Il faudrait probablement déclassifier les archives du HCR mais personne ne le souhaite, apparemment.
L’attaque du 1 octobre 1990 ayant été déclenchée, la France savait que les troupes ayant franchi la frontière à Kagitumba étaient en uniforme de l’armée ougandaise et que chaque homme portait sur lui sa carte d’identité de l’armée ougandaise.
La France savait aussi, se référant au discours du président Kayibanda de mai 1966 que cette attaque risquait d’entraîner des massacres interethniques et que « les hutu allaient massacrer les tutsi » comme l’a écrit l’attaché de défense français en octobre 1990.
La France a su aussi que les menaces de crimes interethniques évoquées par son attaché de défense s’étaient concrétisées et que quelques milliers d’« ennemis de l’intérieur » étaient enfermés dans le stade de Nyamirambo.
Dès lors que faire ? Laisser faire, comme beaucoup l’ont décidé ? Dans ce cas l’attaque se développerait au nord…les massacres au sud...et on regarderait ? On aurait pu aussi appuyer l’agression comme d’autres ont choisi de le faire avec l’Ouganda, dans l’idée un brin cynique que plus la conquête du pouvoir irait vite, moins nombreuses seraient les victimes. Mais le président MOBUTU a décidé d’intervenir et que, avec l’aide de sa célèbre Division Spéciale Présidentielle, il a bouté les agresseurs hors du Rwanda.
Dans le même temps la France savait que l’armée gouvernementale n’avait plus de munition d’infanterie après la folle nuit du 4 au 5 octobre 1990 et que la Belgique refusait de livrer celles que le Rwanda avait commandées et payées de longue date. Dans le même temps aussi, l’armée ougandaise ouvrait ses stocks en armes, munitions, et en hommes à ceux qui veulent déstabiliser le pays.
Mais chuttt ! Au Rwanda, contrairement à ce qui s’est passé en Europe lors de la seconde guerre mondiale, le responsable de tous les crimes n’est pas celui qui a déclenché la guerre mais celui qui a tenté de se défendre.
La guerre d‘octobre ayant pris fin et le FPR ayant été renvoyé en Ouganda, la France aurait pu croire que la crise était passée et le Rwanda a nouveau stabilisé. L’aide qu’elle avait apporté ayant convaincu le gouvernement en place qu’il n’était pas seul face à l’adversité avait obtenu, avec l’appui des diverses chancelleries occidentales, que soient libérés sans casse les milliers de détenus du stade Nyamirambo. La vie avait repris son cours.
Mais la France savait qu’au FPR ramené en Ouganda, le débat battait son plein et que Kagame, rappelé en urgence des Etats Unis par Musevni, avait remplacé Fred Rwigema. A la stratégie de la conquête éclair, économisant les victimes civiles et militaires, qu’avait tenté Rwigema succédait la guerre d’usure, cruelle et couteuse en vies humaines de toute sorte qu’allait conduire sans relâche Kagame. Le ton en était donné fin janvier 1991 : apprenant que, lors d’un raid audacieux sur la prison de Ruhengeri, le FPR avait « récupéré » le colonel LIZINDE[1] pour en faire un des officiers d’état-major, la France comprenait, compte tenu du passé sulfureux de cet individu, que la guerre civile que mènerait Kagame serait d’un cynisme et d’une cruauté infinis.
Il était encore temps de jouer les Ponce Pilate comme beaucoup le suggéraient. On pouvait encore se laver les mains du sang de ces centaines de milliers de justes qui allaient périr. Mais ce ne fut pas le choix de la facilité et/ou de la lâcheté qui prévalu. Il fut décidé d’empêcher les gouvernementaux de massacrer les tutsi en contrepartie d’une aide civile et militaire qui stabilisant l’économie du pays lui permettait de freiner la conquête militaire, le temps que la Démocratie s’installant et que des négociations de paix s’engageant, les causes de la guerre aient disparues. Mais ce faisant, et ce fut-là sans doute l’erreur fondamentale de notre pays , c’était croire que les motifs avancés - le retour des réfugiés et le poids politique des tutsi- étaient les motifs réels de cette guerre. On découvrira beaucoup trop tard, après des fleuves de sang que l’objectif réel de Kagame était le pouvoir sans partage, loin de la démocratie, et le pillage des ressources minières du pays voisin.

La France a suivi de près la montée des périls. Elle s’est interrogée sur les massacres de Kibilira et des Bagogwe qui auraient fait quelques dizaines de morts. Elle a constaté le massacre du Bugesera en 1992 qui aurait causé quelques centaines de morts. Elle a fait en sorte que cela cesse et que les coupables sont emprisonnés. Mais elle a appris et également constaté les crimes commis dans le nord du pays par les troupes de Kagame, dans la préfecture de Byumba en 1992 et dans celle de Ruhengeri en 1993.

A l’été 1993, la France sait- tout au moins ceux des français qui veulent le savoir le savent – que le FPR a vidé le nord du pays de tous ses habitants, désormais réfugiés par million aux portes de Kigali dans le terrible camp de Nyaçonga. Le processus décrit est toujours le même : après l’arrivée des soldats de l’APR, les élites étant séparés de la masse avant d’être éliminés, le gros de la population est conviée à une réunion d’information pour recevoir les directives des nouvelles autorités. Une fois rassemblée, cette population majoritairement hutu est prise sous le feu des armes automatiques et s’enfuit en panique. Piétinant et abandonnant femmes, vieillards et enfants, fuyant vers le sud avant de fuir vers l’ouest, les rescapés parviennent à Nyaçonga où, regroupés par commune, ils crèveront à petit feu de faim, de froid et de maladie.

La France sait que le FPR massacre les élites des territoires occupés puisque, entre autres, j’ai relevé les corps de tous les magistrats de la Cour d’Appel de Ruhengeri , ainsi que ceux de leurs épouses. La France sait que la population fait l’objet de déportation massive puis qu’ elle est arrivée aux portes de la capitale. La France sait que ces procédés employés quelques années plus tôt au Cambodge par les khmers rouges ont constitué le crime de génocide. On pourrait supposer que, les mêmes causes produisant les mêmes effets, il en aille de même au Rwanda. Quoi qu’il en soit, bien que les gouvernementaux n’aient pas su toujours tout empêcher, ceux qui massacrent massivement au Rwanda en 1993, ce sont les troupes de Kagame .
La France sait aussi que les partis politiques, qu’elle a incité à créer pour cause d’avancée démocratique, ont créé chacun sa milice. Elle n’ignore pas que les milices du parti présidentiel, les Interhamwe du MRND, ont été créées et financée les derniers et par un tutsi. Elle n’ignore pas non plus qu’elles sont infiltrées par des agents de Kagame. Les transfuges du FPR prétendent aujourd’hui que les éléments FPR infiltrés dans ces milices n’avaient pas d’autre mission que le renseignement. Mais on sait aussi, depuis que le chanteur Corneille a écrit son livre, que les troupes du FPR ont massacré – y compris- des tutsi – sous l’uniforme des gouvernementaux….
Et puis la France sait aussi – si elle veut le savoir – que les quelques cinquante attentats, qui ont ensanglantés le pays de la fin 91 à la mi-93, et qui ont facilité des réflexes ethniques dont les massacres du Bugesera de 1992, sont le fait du FPR. Si elle a lu les comptes rendus des officiers en place à Kigali – dont les miens – elle sait que le FPR déstabilise le pays par tous moyens et ne répugne pas, pour justifier son agression d’un Rwanda vivant en paix en 1990, de provoquer des troubles interethniques. Pour Kagame, ces tutsi qui ont accepté le joug des hutu en restant au Rwanda depuis 1962 n’ont qu’à payer le prix de la reconquête. D’ailleurs les tutsi du Burundi n’ont-ils pas conservé le pouvoir en 1992 au prix de quelques centaines de milliers de morts hutu ? Les réfugiés burundais qui hantent les sud du Rwanda sont là pour le rappeler à tout un chacun qui veut les entendre.

La France sait en 1993 que Kagame veut un pouvoir sans partage (il y est encore vingt-cinq ans plus tard et pour longtemps ..) et que peu lui importe le prix que devra payer le peuple rwandais. Elle sait aussi qu’elle est la seule avec son armée à pouvoir empêcher le fleuve de sang qui s’annonce. Kagame le sait aussi , c’est pourquoi il exigera à Arusha le départ des troupes françaises.
Néanmoins, sachant tout cela, prenant prétexte d’un simulacre d’accord de paix signé à Arusha en aout 1993, la France a choisi, de faire ce qu’elle n’avait pas fait en 1990 ni en 1991. Pour se dégager de ce qui est devenu un bourbier, la France va sauter en 1993 sur le prétexte qui lui est servi sur un plateau par un Kagame posant le départ des troupes françaises comme un préalable incontournable à tout accord de paix.


Fin 1993 la France se retire, abandonnant ce peuple à ces démons après l’avoir stabilisé, protégé et conforté pendant trois ans. Je suis personnellement parti quelques semaines plus tôt, en fin de mission de trois années et appelé, comme on le dit à d’autres responsabilités. En montant dans l’avion je mesure les menaces qui se profilent à l’horizon : « Faites attention à vous » dis-je à mes amis qui respectent la tradition en m’accompagnant à l’avion…
Mes pensées vont alors à Denoix de St Marc, abandonnant ses chrétiens du Tonkin, au général de Pouilly se demandant devant une Cour d’Assises s’il y a plus grand crime que d’abandonner un peuple… Je revois les femmes de Ruhengeri en février 1993 qui, apprenant que le convoi français redescendant sur Kigali a ordre de ne prendre que des expatriés et aucun rwandais, déposent leurs bébés sur les sièges de ma jeep – et sur mes genoux- en disant « emmenez au moins les enfants ! ».

Lisant ce faux débat ridiculement manichéen qui s’étale aujourd’hui dans la « grande » presse française, je ne peux , à l’instar du Général de Pouilly que me demander qui a commis le plus grand crime de ceux qui, confortant jusqu’en 1993 le gouvernement rwandais multipartite, ont tout tenté pour empêcher la déstabilisation du Pays de l’Eternel Printemps » ou de ceux qui, appuyant la rébellion du sieur Kagame - ou la laissant faire, ce qui revient au même – ont permis que ce paradis devienne durablement un enfer.

Due to Kagame's worldwide corruption Rwandans' voices have been muted or silenced

[Since 1994, the world witnesses the horrifying Tutsi minority (14%) ethnic domination, the Tutsi minority ethnic rule with an iron hand, tyranny and corruption in Rwanda. The current government has been characterized by the total impunity of RPF criminals, the Tutsi economic monopoly, the Tutsi militaristic domination, and the brutal suppression of the rights of the majority of the Rwandan people (85% are Hutus)and mass arrests of Hutus by the RPF criminal organization =>AS International]

Her trial in Kigali, which has been marked by due-process violations and frequent, prolonged postponements, has been decried by Human Rights Watch and Amnesty International as a “travesty of justice.”



What Habyarimana did not know at this time was that his ambitions for peace and stability for the region were not shared by his American interlocutors.  Quite the contrary, the Clinton administration had already decided to go all in for a military victory by the RPF/A and was counting on just that prospect to size up the Rwandan president’s state of mind.  This meeting would not be fruitful for Habyarimana. It allowed the American authorities to have confirmation of the fact that the Rwandan president was prepared to grant all sorts of concessions to the RPF/A in following his logic of peace and democratization.
If the Rwandan Chief of State was ready for an electoral rather than a military confrontation with the RPF/A, President Clinton and his team already knew that the RPF/A would very soon remove Habyarimana from power permanently.
In light of this information and of Washington’s “sponsorship” of the RPF/A, one might wonder just what was ultimately served by the Arusha Accords.  President Habyarimana was asked to democratize his country, and he did.  He was asked to negotiate with the ‘Tutsi rebels’, and he did.  He was asked to make concessions to the rebels, and he did so to such an extent that even the Americans said he had gone too far!  So much so that the rebels did not hesitate to violate every cease-fire.  In reality, the International Community tried in all kinds of ways to pull the Rwandan president out of this losing political game.

On this most important issue, there are still Americans furnishing relevant clues.  We found a report from 13 January 1994, classified SECRET, from the CIA to the White House and State Dept.—this is more than two months before the attack.  It is entitled “Comments by a high official of the Rwandan Patriotic Front on the RPF’s strategy in the negotiations for the Integration of Forces.”

...On 12 April 1999, five years after the Rwandan tragedy, the White House organized a dinner for “The Millennial Evening” dedicated to The Holocaust, with a theme of:  “The perils of indifference, lessons from a violent century.”  On this particular evening, many members of the Jewish community, among them Elie Weisel, took the podium to descry the crimes of the Second World War.  In attendance that evening was a Rwandan Tutsi woman.  Her name, Nyiramilimo.  She is a doctor and a survivor of the events of 1994 in Rwanda.  This woman, who contributed a great deal in the way of hateful untruths to the book of The New Yorker’s Philip Gourevitch[12], had come to sell her version of the genocide to Bill Clinton.  In her presentation she stressed that it was just good fortune that had permitted her to survive.

Our lives were nothing but suffering these last 32 years beginning from October 1st, 1990 onwards. We are calling the United States of America, United Kingdom, Japan, and Great Britain in particular, France, Belgium, Netherlands and Germany to return to hidden classified archives and support Honorable Tito Rutaremara's recent statement about What really happened in Rwanda before, during and after 1994 across the country and how methodically the Rwandan Genocide has been masterminded by Paul Kagame, the Rwandan Hitler. Above all, Mr. Tito Rutaremara, one of the RPF leaders has given details about RPF infiltration methods in Habyarimana's all instances, how assassinations, disappearances, mass-slaughters across Rwanda have been carried out from the local autority to the government,fabricated lies that have been used by Gacaca courts as weapon, the ICTR in which RPF had infiltrators like Joseph Ngarambe, an International court biased judgments & condemnations targeting Hutu ethnic members in contraversal strategy compared to the ICTR establishment to pursue in justice those accountable for crimes between 1993 to 2003 and Mapping Report ignored and classified to protect the Rwandan Nazis under the RPF embrella .
